The National Organization for the Provision of Health Services (Εθνικός Οργανισμός Παροχής Υπηρεσιών ΥγείαςEOPYY) has issued the permitted expenditure limits for 2026, establishing the fiscal constraints for health services, medical technology products, and special nutritional supplements. This measure, enacted through a Joint Ministerial Decision (Κοινή Υπουργική Απόφαση JMD), formalises the annual budgetary baseline and triggers the statutory pre-collection mechanism for excess spending. While the publication of annual caps is a routine procedural requirement, it defines the extent of provider liability for the 2026 fiscal year.

Accompanying the annual ceilings, EOPYY published the January 2026 pre-collection table mandated by Law 4812/2021(Νόμος 4812/2021). These data confirm that the monthly clawback regime remains the primary lever for reconciling actual consumption with the permitted thresholds. For providers, these figures represent the first quantifiable indicators of fiscal pressure for the 2026 period.

The 2026 thresholds align with a multi-year trend of rigid expenditure caps that have historically struggled to track with rising demand. Industry expectations remain cautious – as previous cycles have frequently seen clawback rates exceed 30 per cent – and the current limits suggest no departure from this high-rebate environment.
