Greece has published the outputs of a 20-month health technology assessment project, including updated draft methods and process guidance for medicinal products. The package provides a more defined national framework for combining EU Joint Clinical Assessment with Greek assessment, economic evaluation and subsequent reimbursement decisions.
The Greek Ministry of Health (Υπουργείο Υγείας) published the material on 9 July. The project ran from July 2024 to February 2026 with the World Health Organization Regional Office for Europe and the European Commission, supported through the EU Technical Support Instrument.
The package includes a situation analysis, training material on PICO formulation and clinical and economic assessment, an updated draft HTA methods guide and a draft process guide. It also covers assessment methods for medical technologies.
The draft process guide sets out how Greece could use EU Joint Clinical Assessment within its national pathway. Where a joint assessment is available, the EU report would provide the clinical assessment, while national work would address economic and other country-specific considerations. Greek experts would contribute to defining the population, intervention, comparator and outcomes questions so that national clinical practice and relevant comparators are reflected.
The draft methods guide also develops a more formal national approach to economic evaluation, including a Greek reference case and methodological requirements for cost-effectiveness analysis.
The materials remain draft implementation documents, but they give developers a clearer indication of how the shared EU clinical evidence base is expected to connect with Greek economic assessment, reimbursement and price-setting as Regulation (EU) 2021/2282 becomes embedded in national practice.
