Spain will distribute €50.27 million raised through mandatory sales-based contributions from pharmaceutical and medical-device companies to regional programmes covering medicines use, digital prescribing, HTA and access.
Spain's Council of Ministers has authorised the distribution of €50.27 million to the autonomous communities and the National Institute for Health Management (Instituto Nacional de Gestión Sanitaria, INGESA) for health-system programmes funded from industry contributions linked to National Health System sales.
The mechanism requires manufacturers, importers and suppliers of publicly financed medicines and medical devices dispensed through official SNS prescriptions or dispensing orders to make four-monthly contributions based on sales. The statutory rates are 1.5% on sales up to €3 million and 2.0% above that threshold, subject to specified adjustments.
The mechanism generated €63.07 million for the current allocation. Of this, €12.8 million will remain with Ministry of Health bodies and directorates, leaving €50.27 million for territorial programmes. The largest component, €46.14 million, supports health-system cohesion and rational medicines use.
Eligible activities include pharmaceutical care for chronic, frail and polymedicated patients, deprescribing, electronic prescribing, pharmacovigilance, antimicrobial-resistance measures, evaluation of medicines and health technologies, professional training and initiatives to improve access to high-impact therapies. Funds may support both staff costs and investment.
The territorial allocation is about 8% higher than the €46.45 million authorised for the equivalent programmes in 2025 and 15% above the €43.89 million distributed in 2024. Allocation combines a fixed amount with a population-based component.
The measure converts a sales-linked pharmaceutical contribution into earmarked funding for regional medicines policy and related health programmes. The increase in available funding expands resources for prescribing quality, assessment and access initiatives without drawing directly on the ordinary regional healthcare allocation.
