Spanish industry launches horizon scanning for SNS planning
Spain’s pharmaceutical industry association has launched a recurring horizon-scanning report to support earlier National Health System planning for new medicines. The initiative adds an industry-generated pipeline source to Spain’s wider work on anticipating forthcoming treatments and forms part of implementation of the Pharmaceutical Industry Strategy.
The National Trade Association of the Spanish-based Pharmaceutical Industry (Asociación Nacional Empresarial de la Industria Farmacéutica establecida en España, Farmaindustria) published its first Horizon Scanning Report (Informe de Horizon Scanning) alongside the initiative announced on 13 July. The report covers 172 active substances at different stages of regulatory development.
It follows products from evaluation by the European Medicines Agency, EMA, through European Commission marketing authorisation, before they receive a Spanish National Code. The initial report includes 47 active substances under EMA evaluation. One quarter are oncology products and 38% have orphan designation. It also identifies 28 substances with positive opinions from the Committee for Medicinal Products for Human Use, CHMP, and separately tracks 92 substances within the Priority Medicines, PRIME, programme.
Farmaindustria intends to update the exercise every six months. Isabel Pineros, Director of Pharmaceutical Provision and Access at Farmaindustria, said earlier visibility should help the health system anticipate budget requirements, diagnostic capacity, infrastructure and changes to care pathways.
The initiative is intended to give the SNS earlier notice of forthcoming medicines so that budgets, services and infrastructure can be planned before formal access procedures begin. Its practical contribution will depend on how national and regional authorities use the six-monthly reports when preparing budgets and services for medicines that may later enter formal HTA, pricing and financing procedures.
