The Beneluxa Initiative on Pharmaceutical Policy is a multi-country horizon scanning, HTA and pricing and reimbursement collaboration between Belgium, the Netherlands, Luxembourg, Austria and Ireland.

HTA and reimbursement intelligence platforms aggregate health technology assessment outcomes, reimbursement decisions, pricing, regulatory and clinical data across multiple jurisdictions. Their primary function is to give a structured view of how payers have assessed similar products, what evidence has been required, and how coverage and prices have evolved over time.

Health technology assessment for medicines in Italy is carried out by the Italian Medicines Agency (Agenzia Italiana del Farmaco, AIFA) and combines a comparative clinical appraisal with an assessment of economic value and financial impact.

Italy provides near-universal healthcare coverage through a tax-funded national health service, with most planning, delivery and spending decisions taken at regional level.

The temporary reimbursement framework complements the early access schemes described in other briefings by providing funding to allow early patient access to promising treatments during the price negotiation process, while ensuring the collection of robust evidence to support final reimbursement decisions.
