Armenia’s new universal health insurance system now covers 1.815 million people, with around 850,000 already receiving insured healthcare services or medicines.
Armenia’s universal health insurance system has reached 1.815 million beneficiaries nine months after the first phase of the country’s new mandatory insurance model began.
The Universal Health Insurance Law, adopted in December 2025, introduced phased implementation from 1 January 2026. The initial phase includes state-financed groups such as children, people aged 65 and over, people with disabilities, socially vulnerable households and specified veterans and family members, alongside employees earning at least AMD200,001 (€468) per month and higher-income individual entrepreneurs and notaries. Lower-paid employees and further population groups are due to enter during 2027–2028.
The Universal Health Insurance Fund (Առողջության համընդհանուր ապահովագրության հիմնադրամ) acts as the purchaser, contracting healthcare providers and pharmacies. By April, the insurance package covered more than 2,400 services. The statutory package encompasses primary and specialist outpatient care, diagnostics, hospital treatment, surgery and emergency care, together with medicines used during treatment and outpatient medicines for specified chronic diseases. Medicines may be fully or partially reimbursed under regulated reimbursement ceilings.
Deputy Health Minister Samvel Kharazyan told the Government on 24 September that around 850,000 insured people had already received a covered service or medicine. Reimbursement claims submitted by healthcare organisations and pharmacies exceeded AMD150 billion and had been paid in full, including claims through August.
The figures show the new Fund functioning at substantial scale as both healthcare and medicines payer during its first implementation year. Further expansion of the insured population from 2027 will increase both the purchasing role of the Fund and the importance of the insurance package in determining access to reimbursed medicines.
