Turkey has issued new implementing rules for regulated medicine prices, replacing the 2017 communiqué and giving detailed effect to the presidential pricing framework adopted in March. The reform changes several parameters used to translate international prices into maximum Turkish prices and to manage price erosion after generic entry.
The Ministry of Health (Sağlık Bakanlığı, MoH) confirms France, Spain, Italy, Portugal and Greece as the main external-reference countries. Reference prices continue to use ex-factory prices, with additional rules covering countries of batch release or import where these produce a lower qualifying price.
The framework changes post-exclusivity pricing. For qualifying products, entry of the first equivalent medicine now triggers staged reference-price percentages of 80% in the first year, 75% in the second and 70% in the third, before the standard 60% level applies. Achievement of specified market shares by domestically manufactured equivalents can delay part of that reduction.
The definition of price-protected medicines also expands from products first marketed before August 1987 to those first marketed before January 2000. The new classification will feed into the 2026 source-price review, with price-protected products generally subject to an 80% rather than 60% reference benchmark.
Biosimilars receive separate treatment. Their source price may reach 100% of the applicable benchmark, while entry of a biosimilar does not automatically reduce the reference biological product’s source price.
The communiqué also formalises the annual euro conversion value at 65% of the previous year’s average exchange rate. Upward adjustments take effect five days after announcement and downward adjustments after 45 days. The Price Evaluation Commission may also approve differentiated prices for medicines supplied through alternative reimbursement arrangements.
The rules took effect on 29 August. They increase the importance of launch sequence, reference-country pricing and post-exclusivity strategy, including decisions taken in Portugal and Greece as formal Turkish reference markets.
