Denmark has used its confidential-price pilot for the first time to grant general reimbursement for a medicine supplied through community pharmacies. The decision applies a new sequence in primary-sector reimbursement: Amgros negotiates a confidential price, the regions decide whether to approve the agreement, and the Danish Medicines Agency then assesses national reimbursement using that confidential price.

The Danish Medicines Agency (Lægemiddelstyrelsen, DKMA) announced on 20 May that Anzupgo, a cream for chronic hand eczema, will receive general reimbursement from 25 May 2026. It is the first medicine to receive general reimbursement under the pilot scheme for confidential prices.

The Danish Parliament approved the pilot in 2025. It allows companies to seek a confidential price negotiation with Amgros for selected primary-sector medicines where the public price limits the prospect of reimbursement. If the negotiation produces an agreement approved by the regions, the company can use that confidential price in its application to DKMA for general or general conditional reimbursement.

The pilot runs until 30 June 2028. It covers new high-cost medicines, medicines included in a reimbursement-status review, and medicines in disease areas moved from hospital treatment to pharmacy-based supply.

LEO Pharma first applied for general reimbursement for Anzupgo on ordinary terms. The Reimbursement Committee (Medicintilskudsnævnet) considered that the price was too high in relation to the product’s therapeutic value. After LEO Pharma negotiated a confidential price with Amgros, and the regions approved the agreement, the committee recommended general reimbursement.

The case gives Denmark its first practical example of Amgros negotiation feeding into a national outpatient reimbursement decision. It extends Amgros’ role into selected primary-sector medicines, while leaving the formal subsidy decision with DKMA.
