Ukraine has amended its reimbursement rules so that guarantee-letter wholesale prices can be kept confidential while still being used for reimbursement and compliance control.
Ukraine has added a confidentiality route to the medicines reimbursement mechanism introduced in April 2026, giving companies a clearer basis for submitting reduced wholesale prices through guarantee letters. The change is a follow-on implementation measure within the Programme of Medical Guarantees, but it changes how price undertakings sit alongside public reimbursement information.
The Cabinet of Ministers of Ukraine (Кабінет Міністрів України, CMU) adopted Resolution No. 742 on 4 June 2026. The measure amends earlier CMU resolutions concerning improvement of the medicines reimbursement programme.
Under the amended framework, the wholesale release price stated in an applicant’s guarantee letter may be treated as confidential if the applicant designates it as such. The National Health Service of Ukraine (Національна служба здоров’яУкраїни, NHSU) must process that information as confidential and use it only for reimbursement purposes and for checking whether the applicant has met its commitments.
The price is therefore kept out of the public reimbursement lists and open datasets. Public information remains limited to the data needed to identify the medicine and show the patient co-payment amount.
The change builds on the April 2026 reform, under which Ukraine introduced fixed reimbursement amounts for selected medicines and a formal route for marketing authorisation holders to offer lower reimbursement prices through guarantee letters. Resolution No. 742 gives that route a more defined confidential-price structure.
The amendment should make guarantee-letter pricing more workable for companies that can offer lower net terms but do not want those terms reflected in public datasets. It also narrows the visible price record, leaving patients and pharmacies with co-payment information while keeping the underlying reimbursement price available to NHSU for programme management and control.
