Ukraine has applied its special reimbursement regime for locally produced medicines for the first time, bringing domestic pharmaceutical production directly into the rules governing access to the Affordable Medicines (Доступні ліки) programme.
The Ministry of Health of Ukraine (Міністерство охорони здоров’я України, MOH) announced on 17 July that 260 additional trade-name medicines for cardiovascular and cerebrovascular disease had entered the programme. Of these, 173 are available without patient payment and 87 with a co-payment, taking the programme to 1,038 reimbursed medicine and medical-device positions.
The expansion also provides the first practical use of the special reimbursement mechanism introduced through Cabinet of Ministers of Ukraine (Кабінет Міністрів України, CMU) Resolution No. 742 in June.
Under the mechanism, a qualifying medicine produced in Ukraine can receive preferential inclusion for one year where the domestic manufacturer offers the lowest wholesale price. If an imported medicine offers a lower price, the special regime does not apply and reimbursement proceeds under the ordinary rules.
The July update included 67 single-component and 35 combination medicines manufactured in Ukraine through this route – 102 products in total.
Resolution No. 742 was previously covered by LiSAH for its separate introduction of confidential manufacturer price undertakings. The July development shows another element of that reform entering practical use. Reimbursement competition can now give locally produced medicines temporary preferential positioning where manufacturers win the underlying price competition, linking outpatient coverage policy more directly with Ukraine’s domestic-production strategy.
