The Pharmaceuticals Pricing Board has opened Swedish- and English-language digital submission routes for reimbursement and authority-approved wholesale-price applications.
Finland has expanded the company filing route for reimbursement status and confirmation of a ‘reasonable wholesale price’ – the authority-approved wholesale price used in reimbursed outpatient supply. The Pharmaceuticals Pricing Board (Lääkkeiden hintalautakunta, PPB) has launched Swedish- and English-language versions of its e-service, covering medicinal products, clinical nutritional preparations and basic ointments.
The service covers PPB submissions for reimbursement status and the authority-approved wholesale price used in reimbursed outpatient supply. Companies may also use it for notifications concerning products that already have reimbursement status.
PPB announced the e-service launch on 20 April 2026. The service requires rigorous identification through Finnish online banking credentials, a mobile certificate or a certificate card. Companies must also authorise designated individuals or other companies to act for them in the PPB e-service through the Suomi.fi e-Authorizations system. Identification tokens from other European countries cannot currently be used.
That limitation may affect filing models used by international manufacturers. Companies relying on non-Finnish corporate representatives may need to use Finnish-authorised personnel, a locally authorised service provider or an alternative submission route. Companies unable to grant mandates through Suomi.fi e-authorisations may still send application and notification documents through the Finnish Government secure-message service, by post or to the PPB service address.
PPB also updated its Swedish- and English-language application-instruction pages to match the structure of the Finnish pages. General instructions now sit on a main application page, with separate pages for each application type, including new medicines, renewals, extensions, generics, biosimilars, parallel-imported and parallel-distributed products, reference-price products, basic ointments and clinical nutritional preparations.
The changes make Finland’s pricing and reimbursement submission route more usable for international applicants and provide a clearer structure for navigating product-specific filing requirements.
