Ukraine has introduced fixed reimbursement rates and a voluntary price-reduction mechanism for its national medical guarantees programme.
The Ministry of Health of Ukraine (Міністерство охорони здоров’я України) (MOH) has modified the reimbursement mechanism under the Programme of Medical Guarantees (PMG) following the adoption of Resolution No. 440(Постанова № 440) by the Cabinet of Ministers. This development introduces a fixed reimbursement amount for specific medicines and establishes a formalised pathway for manufacturer-led price undertakings. The change shifts the PMG from a routine list-based update toward a more structured pricing framework, designed to improve fiscal sustainability for the Affordable Medicines (Доступні ліки) programme.
The regulation establishes a new mechanism through which a marketing authorisation holder (MAH) can submit a formal guarantee letter offering a reimbursement price lower than the established ceiling price. This provision grants companies a tactical lever to secure inclusion or maintain market share by voluntarily undercutting statutory maximums. Furthermore, the reform integrates five new active substances into the reimbursement framework, broadening the therapeutic reach of the state-funded outpatient sector.
By codifying fixed reimbursement amounts for selected categories, the government shifts more pricing risk to manufacturers who must now align their commercial strategies with these rigid benchmarks. These data indicate a move toward a more disciplined budgetary approach within the PMG, mirroring European cost-containment trends while seeking to increase patient access despite ongoing economic volatility. The implementation of these pricing mechanics will likely force a reassessment of launch sequences for innovative products seeking entry into the Ukrainian public sector.
